getPurgeStabilization

Derives purge stabilization from purge.readings. Readings are grouped by parameterKey and ordered by elapsed; a parameter is stabilized when its last window (default 3) readings step within its criteria. Parameters without criteria are ignored. Returns undefined without readings.
