Returns true when the most recent static water level is above ground (negative, per the .well level sign convention), i.e. the well is flowing artesian. Returns false when there is no static level on record.

Since .well v2.1 this is the canonical way to detect a flowing artesian
well; well_type: "artesian" is deprecated.
